There are many latex based low fume type paints now available. I'd suggest visiting a local paint store and talking to an experienced employee. Of course, any paint gives off some volatiles as it dries - ensure good ventilation is employed during and after painting, and if possible you may want to consider keeping the children out of the home for as long as possible after new paint is applied.
