Should my deck be attached or float?

I want to put a small deck (8x10) at the back door of my northern Ontario cottage. The deck will be about 18in above the ground. Since the ground is uneven and rocky, I would like to use those concrete pier blocks. Is this ok? Should the deck be attached to the building,or should the whole deck float.

It would be preferable for the deck to sit on piers that go below the frost line. In that way, the deck should not move. Admittedly, in cottage country the terrain is such that digging a 4 foot hole is not easy. Therefore, if the deck is to sit on pads which float with the frost, the deck should not be attached to the building.
